The Counsel of 12
The counsel of 12, are 12 vampires that have been chosen to keep the laws of the land, and the rules of the vampire upheald so that everyone remembers who and what they are. No one knows who the members are, when they meet, they come in one at a time, and go to their room where they change into long black robes and masks so that no one knows who they are when they talk.
They are the rule givers, and they are the ones that carry out the justice when it is called for. They are known by code names and communications are through a phone text when it is time to meet up.
To become a member you must add this into your application of character, how they were chosen by the member before him and what made them stand out to be chosen.
